To improve public health and make Harrisburg more livable, civic leaders Mira Lloyd Dock and Horace McFarland in the early 1900s led a campaign for public improvements and open spaces that transformed the city. The "Harrisburg Plan" then became a model for the beautification of cities across the United States.
