"The said States hereby enter into a firm league of friendship with each other."


With the ratification of these words in a document called the Articles of Confederation, the delegates to the Continental Congress created the United States of America.

These Articles – were first approved by Congress, not in Philadelphia, but in York, a small Pennsylvania town west of the Susquehanna River. British troops occupied Philadelphia in September of 1777, and the Congress fled to York which briefly became the young nation's capitol for nearly nine months. Here delegates approved the Articles of Confederation and signed two treaties with France that ensured French military and economic assistance–and American independence.

When the British left in 1778, Congress returned to Philadelphia.

Pennsylvania, meanwhile, was the site of many of the Revolution's most important military events including the battles of Brandywine and Germantown, Valley Forge and Sullivan's Campaign.
