Assessment Strategies
Refer to Student Handout 1: Penn Lines: Your Cooperative Newsmagazine, February 2003. As homework, assign students to read the article "Power Struggle" beginning on page 6. Given the actions of the federal and state governments in the case of Rural Electrification, each student will write an editorial supporting their opinion on whether government involvement was merited or too intrusive in private business. (Depending on the prior knowledge of students, you may wish to suggest the Internet Resource "TVA: Electricity for All" as additional background.)
