A former mayor of Philadelphia and partner of Robert Morris since the 1750s, Thomas Willing (1731-1821) served as a justice on the Pennsylvania Supreme Court and as president of the Bank of the United States from 1791 to 1807. Willing amassed a huge fortune through his investments in the development of the Commonwealth.
