The tens of thousands of new jobs created by the wartime boom in manufacturing created housing shortage in Pennsylvania's industrial centers. To meet the housing needs of war workers, the federal government constructed 32,039 units in Pennsylvania alone. In 1943, it built 106 brick residential structures on a bluff above the Ohio River for workers at Dravo Corporation's shipyards, whose workforce swelled to more than 16,000.
