In June 1943, Governor Martin came to Philadelphia to receive an award from the Emergency Aid of Pennsylvania Foundation (EA), one of the largest women's organizations in the Philadelphia area. Founded in 1914 to provide foreign relief during World War I, the EA facilitated the transportation of relief supplies to the Allies during World War II, helped men and women in the military find housing, and sold more than $68 million in war bonds. Deeply concerned about the lives of returning veterans, Governor Martin oversaw the creation of a broad range of programs in the Commonwealth that became a model for other states.
