The Philadelphia Naval Shipyard's inland, freshwater location made it ideal for warehousing inactive ships of the Navy's Atlantic Reserve fleet. A number of the over-age destroyers docked there went to Britain in the Destroyers for Bases Agreement of September 2, 1940. During World War II the shipyard would explode in size from under 12,000 to more than 44,000 workers.
