In the early 1900s, Pennsylvania steel mills began to set up company-owned unions to keep wages low and workers loyal. Steel mill managers often ruled their towns with an iron fist, controlling municipal governments, law enforcement, housing, meeting places, and even what books appeared on library shelves. In 1937, the Amalgamated Association of Iron, Steel and Tin Workers of North America published this leaflet, which described the injustices of current wages and working conditions, to recruit Pittsburgh steelworkers.
