After serving as Quartermaster General during the War for Independence, Thomas Mifflin served in Pennsylvania state legislature and Continental Congress, and then as Pennsylvania's president of council, or governor, in 1788 and 1789. From 1790 to 1799, Mifflin was Pennsylvania's first governor under the new state constitution. During a period of bitter political rivalries, Mifflin by and large remained outside the partisan divisions, and did much to promote "[n]ational felicity and opulence" through his support of economic development and a well-trained state militia.
