Paul U. Kellogg was an assistant editor of Charities and the Commons when he joined Edward T. Devine as the director of the pioneering Pittsburgh Survey. Kellogg coordinated the dozens of investigators who worked in Pittsburgh, including his friend, Crystal Eastman, whom he recruited. He also edited thousands of pages of writing and documents. In 1912, Kellogg became the editor of Charities and the Commons, renamed Survey, which evolved into the nation’s leading journal of social work.
