After Republican party leader Boies Penrose died in 1922, his supporters in the Pennsylvania legislature allotted money to create this monument in his honor, which was placed in Harrisburg's Capitol Park at the corner of Third and Walnut Streets on September 23, 1930. In 2009, Penroseā€™s statue got a cleaning. The day this photo was taken, the Commonwealth had been without a budget for 98 days.
