Frank Leslie's Illustrated devoted the cover of its October 22, 1872 edition to election fraud in Philadelphia during the hotly contested gubernatorial election. In this scene, one of six panels on the cover, the artist shows the arrival at the West Philadelphia Railroad Depot of "Repeaters" from New York, purportedly paid by Philadelphia's Republican party to vote illegally and thus insure the election of Republican candidate John Hartranft.
