One of the great “muckraking” journalists, Lincoln Steffens wrote devastating exposes of the Republican politics machines that ran Pittsburgh and Philadelphia in the late 1800s and early 1900s. It was Steffens who first branded the City of Philadelphia “corrupt and contented” in an article for McClure's Magazine published in 1904.
