In 1946, Penn State opened its Ordinance Research Laboratory (ORL) and a field-testing station on Black Moshannon Lake, about 20 miles north of State College. Although designated part of the School of Engineering, all the work at the ORL was classified top secret for security reasons, so the rest of the Penn State community and the general public had little knowledge of the actual work conducted there for the United States Navy.
