In the early 1900s Milton Hershey built America's most successful and celebrated company town, a worker's utopia that offered cradle to grave amenities. By the mid 1930s, however, discontent was on the rise. In 1934, a writer in Fortune magazine wrote of the town's "sweet and oppressive odor of charity." Thirty years after its founding, Hershey still had no mayor or municipal government and its founder retained sole control of almost everything he built.
