In preparation for the impending strike, Frick in June 1892 ordered the construction of a solid board fence topped with barbed wire around the Homestead mill property. With the walling of the mills, dubbed "Fort Frick" by workers, Frick made it clear that he had no intention of negotiating a new contract.
