Unlike the AFL, the CIO was committed to unionizing all industrial workers, skilled and unskilled, "without regard to race." Believing that the only real union is one that "covers everyone in the yard," the CIO increased its membership dramatically in the pre-war years. Bolstered by the labor-friendly atmosphere of the Second World War, it continued to grow, then merged with the AFL in 1955.
