A Democrat, Tucker became the highest ranking African-American women in the history of Pennsylvania politics when Governor Milton Shapp appointed her Secretary of the Commonwealth in 1971. Never elected to higher office despite several attempts, Tucker remained an activist and icon in modern state governance.
