Financed by $1.2 million in federal funds, the Carl Mackley Apartments was the first housing project in the nation built with New Deal funding. Named in honor of a young worker killed during a hosiery workers strike in 1931, the Apartments were owned and run by the Philadelphia branch of the Full-Fashioned Hosiery Workers of America.
