When President Hoover gave a speech in Philadelphia soon before the 1932 presidential election, he avoided campaign issues, dwelling mainly on the greatness of William Penn and Philadelphia's heroic history. Despite his best efforts to please, the 30,000 who gathered for his visit mixed their cheers with loud booing. On the podium with the president were Mrs. Hoover, to his left, Mrs. A. Hampton Moore, wife of the Mayor of Philadelphia, and William H. Vare, leader of the city's Republican party.
