Taken to demonstrate the importance of protective eyewear during road construction, this photograph documents unemployed men working on one of the state rural road building projects designed to provide work relief for unemployed Pennsylvanians. In the early 1930s the Pennsylvania legislature funded the construction of more than 20,000 miles of "Pinchot roads" to connect "farm to market."
