In the mid-1930s, the Federal Emergency Relief Agency funded recreational programs for unemployed Pennsylvanians. In Harrisburg, music teacher Mary Bush Hoack taught music theory, ear training, elementary harmony, sight reading, folk songs from around the world, and Negro spirituals as part of the Dauphin County Emergency Education Program.
