Formed in 1936 to combat discrimination in New Deal programs, the National Negro Congress (NNC) worked most effectively at the local level. In Chicago, New York, Washington D.C., Baltimore, and elsewhere, local councils fought discrimination in public and private housing, and in employment. Under the leadership of labor organizer A. Philip Randolph, the NNC also worked with the C.I.O to organize black steel workers.
