In 1906, in the midst of its years of peak output, Baldwin Locomotive opened a new 660-acre Eddystone facility outside Philadelphia. In the next two years, however, the company’s output shrank from 2,666 to 614 locomotives. Labor turmoil and changes in locomotive technology hampered Baldwin's ability to compete, despite a surge in defense contracts during World War I.
