A political ally of George Wolf and Thaddeus Stephens in the cause of early educational reform, Thomas Burrowes (1805-1871) of Lancaster founded the Pennsylvania School Journal and the group that became the Pennsylvania State Educational Association. A founding trustee of the Lancaster County Normal School, he served as state superintendent of common schools from 1860-1863 and as the fourth president of Penn State University, from 1868 until 1871.
