As head of the powerful Pennsylvania Manufacturers Association, Joseph Grundy for decades was the Republican kingmaker in the state of Pennsylvania and a consummate lobbyist in the nation's capital for the protective tariff. Committed to government that enabled private enterprise to flourish, Grundy led the opposition against the New Deal in Pennsylvania. He only held political once, when Governor John Fisher, whose election he had orchestrated, appointed him in 1929 to fill Bill Vare's seat in the United State's Senate.
