Opened in March 1938, Hill Creek was one of Philadelphia's first federally sponsored public housing projects. Designed by Philadelphia architect Walter H. Thomas and built by the Public Works Administration, Hill Creek included 258 dwelling units in 41 buildings on a 24.5 acre site. Thomas, as executive director of the Philadelphia Housing Authority, also supervised development of the Poplar, Glenwood and Tasker housing projects in Philadelphia.
