women are "softening" the silk.  The bundles in the foreground are raw silk skeins, probably still in the bags they were put in Japan.  The silk skeins were put on the tubes that can be seen behind the women, and then moved through this machine which steamed them, and then slowly cooled them.

In this photo, two women feed raw silk skeins from Japan into a machine that steamed and cooled them to make the raw silk pliable enough to be wound and twisted.
