By the time First Lady Bess Truman posed for this publicity photo in 1951, the cookies sales initiated by Philadelphia girl scouts during the Great Depression had became an American tradition. Like Mrs. Roosevelt, Bess Truman also served as honorary National President of the Girl Scouts of America.
