In 1936, the Farm Security Administration (FSA) sent staff photographer Arthur Rothstein to document everyday life at Westmoreland Homestead. After Eleanor Roosevelt's visit in May 1937, the residents would rename their community Norvelt– a combination of the last syllables in her name– in her honor.
