Westmoreland Homesteads spread out over 1,500 acres and by 1937 had more than 1,200 residents. This photograph, taken a year after the first families arrived, reflects federal planners" intention that the residents were undertake subsistence farming. A mountain of bituminous coal debris can be seen in the distance on the left.
