Concerned about the unconstitutional restriction of free speech and the right of assembly in the State of Pennsylvania, the American Civil Liberties Union published this map of law enforcement in its 1929-1930 Annual Report. The map marks nine municipalities in Pennsylvania that had outlawed organized meetings by industrial workers, and 20 barracks that housed 1,300 private Coal and Iron Police.
